Base stations turn off/restart when I hit the menu button on the controllers in game

Glad to hear things are working. With the tracking going out with the camera on the higher refresh rate, this indicates the USB port wasn't able to handle all the data going through. By lowering the refresh rate, it reduces the amount of data going through USB.

You might be able to turn the refresh rate back up to 60hz if you try another USB port, or maybe a dedicated USB PCI-E card. That said, you shouldn't encounter any issues using the Vive camera at 45hz. Just wanted to give you a little more insight into what was going on!
